A total of 34 GT22HW-2 locomotives was built for Yugoslavia in the 1980s by Duro Dukavic in license from General Motors. Originally, the locomotives were operated under the Class designation 645, as 645 001-034. In 1991, after the breakup of Yugoslavia, 645 001-030 and 033 became property of Croatia's HŽ, which renumbered them as 2044 001-031 (not in sequence). 645 031-032 and 034 became property of Serbia's ŽS. The locomotive are mainly used in passenger service.

Over the years, several locomotives were sidelined, some reinstated again and some were even sold to other operators. For example, 2044 010 and 031 that ended up in Kosovo, and 2044 003 and 005 that were sold to Skinest Rail and subsequently hired to Croatia's PPD Transport. In December 2017, the three Serbian locos, 645 031-032 and 034, were cut up in Nis.
