In November 2013, GE Transportation and Colas Rail officially announced an order for the delivery of ten Class 70 PowerHaul locomotives. Late 2013 the first locomotive was already handed over to Colas Rail: former demonstrator locomotive 70099. Because the Colas Rail PowerHauls were to be numbered in the subclass 70/8, the former demonstrator was renumbered into 70801. After the completion of various modifications to tackle all known teething problems in the original PH37ACmi design, the loco was finally released into traffic on February 17, 2014.

Early 2014, more locomotives arrived in the UK. 70803 and 70805 arrived on January 4, followed by 70804 on the 30th. By March 1, the first five units had arrived in the United Kingdom. All locos entered the country at the Liverpool Seaforth Docks, except for 70801 which arrived at Newport. Before the summer of 2014 all 10 machines had been delivered.

In 2016, Colas Rail ordered another seven PowerHauls: 70811-70817. The seven locos were delivered to Colas Rail in 2017.
